DrawDibEnd
The DrawDibEnd function clears the flags and other settings of a DrawDib DC that are set by
the DrawDibBegin or DrawDibDraw functions.

Handle of the DrawDib DC to free.
Return Values
Returns TRUE if successful or FALSE otherwise.
